Ahead of 2027 General Elections, iLEAD AFRICA Launches iMonitor to Strengthen Democratic Accountability

As Nigeria prepares for the 2027 General Elections, iLEAD AFRICA has launched iMonitor, a citizen-driven digital accountability platform designed to promote transparency, strengthen public service monitoring, and deepen citizen participation in governance.

The platform was officially unveiled in Abuja during a high-level stakeholders’ engagement that brought together representatives from government institutions, civil society organisations, development partners, media houses, and governance experts committed to advancing democratic accountability in Nigeria.

In his welcome address, the Chief Executive of iLEAD AFRICA, Yusuff Abiodun Liadi, described iMonitor as more than a digital application, but a civic infrastructure built to bridge the gap between citizens and governance. He explained that the platform serves as a participation channel, an accountability network, and a citizen reporting mechanism that empowers Nigerians to engage governance processes beyond the ballot box.

According to him, the platform is structured around three core features: iReport, which enables citizens to document and report community issues and governance concerns; iMonitor, which tracks public service delivery, government projects, elections, and public spending; and an AI-powered chatbot designed to support users in navigating the platform and accessing civic information seamlessly.

Liadi emphasized that democracy must not be reduced to periodic elections alone, noting that true democratic governance requires sustained accountability between electoral cycles. He also appreciated the Nigeria Youth Future Fund for its strategic support in the successful development of the platform.

Representatives of the National Institute for Legislative and Democratic Studies and the National Bureau of Statistics delivered goodwill messages, reaffirming institutional support for digital civic tools that strengthen legislative oversight and improve access to citizen-generated data for governance tracking and evidence-based decision-making.

The Director of the Nigeria Youth Future Fund, Dr. Onyeche Elizabeth Agbiti Douglas, delivered the opening remarks and officially declared the event open. She commended iLEAD AFRICA for developing iMonitor as a timely and strategic innovation capable of advancing transparency, citizen engagement, and public accountability in Nigeria.

She noted that technology-driven civic solutions remain essential to strengthening democratic participation and responsive governance, particularly within the framework of Nigeria’s commitments under the Open Government Partnership. She further stressed that the long-term effectiveness and sustainability of the platform would depend on the availability of credible, timely, and user-generated data, while calling on development partners and civil society actors to support its national scale-up.

Delivering the keynote address, Mr. Uchinna Arisukwu, National Adviser to Civil Society of Open Government Partnership (OGP) Nigeria, stated that the foremost responsibility of government remains the security and welfare of citizens. He argued that democratic institutions become stronger when citizens remain informed, organized, and actively engaged in demanding accountability.

He further noted that the “office of the citizen” remains one of the most powerful institutions in any democracy, stressing that political legitimacy is ultimately derived from the people. He called for stronger accountability across the entire budget cycle from planning and appropriation to implementation and oversight and advocated strategic collaboration between iMonitor and other civic technology platforms to improve data sharing, strengthen transparency, and expand citizen participation.

A live demonstration of the platform followed, during which a real project complaint was submitted through the system, providing participants with practical insight into its real-time reporting functionality and citizen-centered design.

The panel session focused on maximizing the impact of iMonitor, bridging the digital divide, and mobilizing youth participation ahead of the 2027 elections. Experts highlighted both the opportunities and risks associated with technology, including misinformation, data privacy concerns, and the growing potential of digital platforms for civic mobilization and democratic participation.

Panelists recommended inclusive design strategies such as local language accessibility, stronger participation incentives, and the deliberate inclusion of persons with disabilities. They also stressed the urgency of commencing nationwide campaigns around Permanent Voter Card registration, collection, and youth voter mobilization well ahead of the election cycle.

Participants, particularly youth ambassadors and civic actors, commended the initiative and pledged continued support in amplifying the platform and promoting accountable governance.

The launch of iMonitor represents a significant step in redefining democratic participation in Nigeria moving civic engagement beyond election-day participation toward a culture of everyday accountability, citizen oversight, and responsive governance.
